Which multi-site operator has the best plants from a contract HP/RP/RC/Decon perspective?

I haven't even voted; too many on the list that I haven't worked, but I pray the ones I did work weren't the best!  :o

It is the ranking order per INPO for 2005. Is it surprising to see more votes in the middle? No votes for the top ones, and only one vote for a bottom plant....
