Eventually, containment parameters degrade to the point where the emergency procedures direct you to stop all discharges to containment from things like steam driven pumps. That's a heck of a bind to be in. You'd think the better choice would be to vent containment and keep the pump running to prevent cladding damage. Either way the drywell is going to be vented, the better choice would be to not vent with cladding damage.
