Well is sounds like it's not anytime soon, but definitely earlier than the end of the license. In the 2020's instead of 2030's.

The way this was explained to us was that Xcel asked for more capital money from the MN public utilities commission.  Because of the Monticello EPU budget overrun, the comission asked for additional information to ensure the same thing wouldnt happen.  Xcel offered in their reply to study the effect of closing the plant if the capital money wasnt approved.  The comission took them up on the offer.

No it's not obvious. Even the NRC calls it an extension. It's past it's design life. Talk with the NRC and that's exactly the standard they hold you to.

Based on the Atomic Energy Act, the Nuclear Regulatory Commission (NRC) issues licenses for commercial power reactors to operate for up to 40 years and allows these licenses to be renewed for up to another 20 years. Economic and antitrust considerations, not limitations of nuclear technology, determined the original 40-year term for reactor licenses. However, because of this selected time period, some systems, structures, and components may have been engineered on the basis of an expected 40-year service life.

The decision to seek license renewal rests entirely with nuclear power plant owners and typically is based on the plant's economic situation and on whether it can meet NRC requirements. Each power reactor is licensed based on a given set of requirements, depending primarily on the type of plant. This set of requirements is called the plant's "licensing basis." The license renewal review process provides continued assurance that the current licensing basis will maintain an acceptable level of safety for the period of extended operation.

Make sure when you get a chance to ask questions that you nail them down on the status of their Operating License Renewal. Right now Oyster Creeks Operating License Expires in something like 3 or 3 years and Exelon is in a serious dog fight with some well funded groups concerning renewal of that license. At the most that facility will only be open an additional 23 years at the worst it'l be SD in something like 2009. If I had my preference I'd go to a place that has at least 10 to 12 years left on its license and is filing for license renewal.

AREVA License Renewal Team Wins Contract at PPL Nuclear Power Plant


AREVA's joint subsidiary with Siemens, Framatome ANP, has been awarded a contract to provide license renewal application services for PPL's Susquehanna nuclear power plant. This project will be performed by Framatome ANP with its license renewal teammate, Entergy Nuclear. Submittal of the license renewal application to the Nuclear Regulatory Commission (NRC) is scheduled for the third quarter of 2006.

The current term of the operating licenses for Susquehanna units 1 and 2 ends in 2022 and 2024. Once the NRC approves PPL's application, the licenses will be renewed until 2042 and 2044 respectively.

Entergy Nuclear and AREVA's Framatome ANP have teamed to provide unmatched license renewal services. This team has supported six of the eight license renewal applications approved to date and is currently providing support and preparation services for twelve more applications.

Dominion Virginia Power, a unit of Dominion D, -3.40% today became the first U.S utility to notify the Nuclear Regulatory Commission of its intent to file a second license renewal application for one of its nuclear stations. Surry Power Station would be one of the first nuclear stations in the nation to receive a second license extension if Dominion completes the process and the application is approved.

"MONTPELIER (AP) - Vermont's only nuclear plant can remain open beyond its originally scheduled shutdown date this year, despite the state's efforts to close the 40-year-old reactor, a federal judge ruled Thursday.

The ruling by U.S. District Judge J. Garvan Murtha in Brattleboro is a win for the Vermont Yankee plant's owner, New Orleans-based Entergy Corp., which had argued during a three-day trial in September that the state's efforts to close the plant were pre-empted by federal law.

The federal Nuclear Regulatory Commission granted a 20-year extension on Vermont Yankee's license in March 2011. But state law required Vermont lawmakers to support the license extension as well. A bill to grant legislative approval was defeated 26-4 in the state Senate in 2010 and the House has never acted.

Vermont is the only state with a law giving it a say in nuclear plant relicensing.

Entergy argued that the state was moving to close Vermont Yankee out of concerns over plant safety, an issue that the state agreed is solely the NRC's jurisdiction. The state maintained it had other reasons, including that Vermont Yankee didn't fit in to its energy plan and was likely to be increasingly unreliable as it aged.

The new license, which SCE&G expects to receive next week, will allow the plant to operate through 2042. SCE&G applied for the new license in the fall of 2002.

"It allows us to keep almost 700 megawatts of power on the grid. This delays the need for new plants on our system, and that means lower rates for our customers.

VY just applied for Extended Power Uprate and a License Extension. They aren't shutting down any time soon.
