A Nuclear Engineering Technology degree and Nuclear Engineering are two very different degrees.  The NE Technology degree would give you what you need to be a STA but not an engineer and I think Excelsior will give you credit hours for your Navy training.

A NE degree would take you at least 4 years of full time work to earn and I don't think you will get any credit hours from your Navy training.  

Get out of the Navy and become a NLO.  It pays well and it can lead to a NRC License.  While working as a NLO you can earn that Excelsior degree.

If you want to be in the top levels of a corporation, I suggest you go earn a Polysci degree and then go to Law School.  Upon graduation, figure out a way to marry a Company Board of Director's daughter.  You will be flying in the company jet in no time.
